17 projects in HCMC approved for foreign housing ownership; 4 others subject to security inspections. The People’s Committee of Ho Chi Minh City has officially announced a list of 17 residential construction projects where foreign organizations and individuals are permitted to own housing.
Projects cleared for sale to foreign buyers include Subdivisions 15A2 and 15B within the Phu Long Complex High-rise Building project (invested by Phu Long); Tan Thang Sports and Residential Complex (invested by Gamuda Land Joint Stock Company)....
Or Plots B1, B2, B3, and B4 at the High-rise Residential Area in Tan Phu Ward, former District 7 (invested by Dynamic Innovation Co., Ltd. and Phat Dat); Apartment Buildings CC1 and CC2 — a component of the Nguyen Son Residential Area project (developed by NNH Mizuki Joint Stock Company, a partnership between Nam Long and its Japanese partners)...


The Municipal People’s Committee has also directed the Department of Construction to conduct inspections and audits on projects located within security-sensitive zones where foreign organizations or individuals own property. Upon detecting any violations, the HCMC Department of Construction is tasked with compiling a report and advising the People's Committee on enforcing administrative penalties in accordance with legal regulations and its jurisdiction.
The 4 projects slated for inspection include: Hung Vuong 1 - R16, Hung Vuong 2 - R13, and Star Hill (Plot C15B) developed by Phu My Hung Development Co., Ltd. Additionally, there is The Prince Residence (an Office - Hotel - Commercial Services - Apartment complex developed by The Prince Residence Joint Stock Company).

For projects approved for foreign ownership, the Municipal People’s Committee requested the Department of Finance to spearhead coordination with the City Police to advise on the approval procedures for housing investment policies, ensuring they do not conflict with the National Security Land Use Planning for the 2021–2030 period, with a vision toward 2050.
The City High Command has been tasked with advising the People’s Committee on defense-related matters during the investment, construction, and operation phases of these projects, ensuring that local military and defense operations remain unaffected.
The City Police are assigned to work closely with relevant authorities to regularly implement security measures, maintaining social order and preventing and combating crimes involving foreign nationals.
